Some atheists have said, “If there is a God who is always open to personal relationship with each human person, then no human person is ever non-resistantly unaware that God exists.”
It’s true that it seems like it’s a necessary condition to believe that God exists in order to enter into a relationship with Him. However, knowing that God exists is not a sufficient condition in bringing a person into a relationship with God. A person can still choose to not enter into a relationship with God, even though they know that God exists. In fact, the Bible says that demons know God exists; however, they refuse to worship God. ]
If God knows that some people will continue to reject Him for their whole lives, then how can God be obligated to reveal Himself to them if it won’t do any good? In other words, God knows the person won’t choose God even if the person knows for certain that God exists. Sure, it’s a necessary condition to know that God exists in order to enter in a relationship with God, but if God already knows that providing the necessary condition won’t change anything (i.e. produce a relationship), then it would seem to be a waste of time for God to provide the necessary condition.
